First, if the bar broke away from the window then there is probibly NO lead left to resolder it too.
If I am wrong and there is lead, you need about 125-175 watt soldering iron (not a gun), 60/40 solder and a good zinc cloride flux. Next you need to clean the bar and the lead so they are bright and shinny. Flux the bar and lead and hold the soldering iron on the bar till it gets hot and put solder to the bar and let it flow onto the lead and quickly touch the solder/lead with the iron. This is best done with the window on a bench, not in place.
